Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are issued from different nations. Immense energy is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability enabled by timely intelligence. From observation points, defense planes that had been scrambled to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those entire period demonstrated Ukraine's vital need on Western support – a need that regional partners are demonstrably unable to substitute in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, certainly, continue.
Political Considerations
It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to force Russia to surrender the territory that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but avoiding a entire defensive failure until circumstances change in its favour.
Present Conditions
Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all served their function.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
